On 24 and 25 April Brussels hosted the 4th Conference of the Technical Support Instrument for Reform (TSI) "Reforms with an impact: together we are stronger!"

The IST is the EU programme that provides tailor-made technical expertise to EU Member States, but also to regional and local administrations to design and implement reforms in line with European and national policies.

The key feature of the IST compared to other European programmes is that the instrument does not provide funding but directly supports administrations in implementing policies and reforms, providing highly qualified specialist skills and lifting them from the procedural management of the programme.

The IST is intended not only for national authorities, but also for regional and local authorities. To date, 1500 projects have been supported in all 27 Member States, which have contributed to the implementation of 900 reforms. The themes of Green and Digital Transition have been the most widely used. So far, 109 projects have been supported in Italy in all thematic areas, with the prevalence of supporting the digitalisation of the PA and the labour market and employment.

With regard to 2025, the Programme will continue to promote multi-country projects (i.e. involving administrations from different Member States) and focused on priority projects (the so-called Flagships for the year 2025 are 15) that arise around issues considered strategic by the Directorate-General for Support for Structural Reform of the European Commission (DG Reform), following a discussion and analysis of the needs carried out with the other Directorates-General of the EU Commission and with the Member States.

At the end of May the next call will also be presented in Italy and the process of surveying the proposals and needs of the Italian administrations will be launched, which with the support of DG Reform and the national contact point can also be finalised by building partnerships and project proposals shared between national administrations or other Member States around common needs.
