European Parliament Resolution of 15 January 2020

The European Parliament adopted a resolution on the Conference on the Future of Europe which in particular

- states that at least the following topics should be discussed in the framework of the Conference:

  • European values, fundamental rights and freedoms, democratic and institutional aspects of European integration;
  • Environmental challenges and climate crises, social justice and equality;
  • Economic issues including taxation, digital transformation, security; and
  • The role of the EU in the world;

- assesses that, to prepare well in advance for the 2024 European elections, the Conference should resume the discussion on the system of leading candidates (so-called Spitzenkandidaten) and the issue of transnational lists;

- proposes that the Conference be composed of a number of bodies with different responsibilities, including: Conference Plenum, Citizens' Agora, Youth Agora, Steering Committee, and Executive Coordination Board;

- provides that the Conference Plenum should meet at least twice every six months at the European Parliament, and should be composed of:

  • 135 representatives from the European Parliament;
  • 27 representatives from the Member States in the Council of the EU;
  • 2 to 4 members from each national Parliament;
  • 3 European Commissioners;
  • 4 members each from the Committee of the Regions and from the Economic and Social Committee;
  • 2 members from each social partner at European level.

- proposes that several thematic citizens' agora (with a minimum of two meetings for each thematic agora) be held at different locations throughout the Union, with a maximum of 200-300 citizens and a minimum of three per Member State, calculating their composition based on the principle of degressive proportionality;

- provides that there should be at least two youth agoras, one at the beginning of the Conference and one towards the end, composed of participants aged 16-25 years;

- undertakes to follow up the Conference effectively with legislative proposals, initiating possible Treaty changes or other means, and calls on the Council and the Commission to make the same commitment.
