EU Opportunities, Administrators in Information and Communication Technology (ICT)

Are you an expert in the field of Information and Communication Technology, interested in pursuing an international career? The EU is looking for highly qualified administrators (AD 7/AD 8) in the ICT field, in order to create a reserve list from which the EU institutions and agencies can recruit new officials.

The number of posts available in the reserve list totals 350 and covers five fields:

  • ICT infrastructures, cloud, networks and middleware
  • Digital workplace, office automation and mobile computing
  • IT and data governance, programme/portfolio and project management, project management office (PMO), business and enterprise architecture
  • Design, development/configuration, testing, operation and maintenance of IT applications and off-the-shelf solutions; Data management, data analytics and artificial intelligence
  • ICT security

Please note that you may only apply for one single field.

Depending on the selected field, your main tasks will include:

  1. ICT infrastructures, cloud, networks and middleware (AD7): Designing, implementing and managing solutions/services in areas of ICT enterprise infrastructure, corporate data centres, public and private cloud-based solutions and services; designing, implementing and operating development, security and operations’ (DevSecOps) principles and services and implementing enterprise information security policies and business continuity frameworks for IT infrastructure services or information systems.
  2. Digital workplace, office automation and mobile computing (AD7): Developing, implementing, operating and supporting solutions/services in areas such as office automation, digital workplace, videoconferencing, streaming and mobile computing; implementing security policies and the maintenance of information systems; defining business needs and governance policies.
  3. IT and data governance, programme/portfolio and project management, project management office (PMO), business and enterprise architecture (AD7): Managing and monitoring programmes and IT projects; setting-up and managing the application portfolio; developing and implementing IT governance frameworks, policies and strategies, data governance frameworks, standards and guidelines; conducting business analysis and validating the enterprise architecture products and developing and coordinating testing policies, procedures and schedules.
  4. Design, development/configuration, testing, operation and maintenance of IT applications and off-the-shelf solutions; Data management, data analytics and artificial intelligence (AD7): Developing, implementing and monitoring IT applications and off-the-shelf solutions; implementing solutions using cloud and edge technologies, containerisation and other software virtualisation technologies; managing change control procedures; conducting the conceptualisation, analysis and technical and administrative supervision in the areas of artificial intelligence, machine learning (deep learning), data science, advanced data analytics, data model estimation, data validation and data quality.
  5. ICT security (AD8): Drafting IT security policies, standards and guidelines; conceptualising, analysing, delivering and supporting computer emergency response team (CERT) services; assessing and improving IT security, cybersecurity and IT risk management; studying and developing applications of artificial intelligence and machine learning; performing security architecture design, analysis, technical, policy and legal drafting and integrating IT security across the lifecycle of cloud-based IT systems.

Applications may be submitted by EU citizens who know at least two official EU languages – i.e., a thorough knowledge of one official EU language and a satisfactory knowledge of either English or French.

Applicants will also need to meet the following criteria that vary according to the different fields:

  • For fields 1-4, applicants must have either: A university degree of at least 4 years of studies in ICT and/or related areas, followed by at least 6 years’ professional experience in ICT, of which a minimum of 3 years in the chosen field and related to its duties, ora university degree of at least 3 years of studies in ICT and/or related areas, followed by a minimum of 7 years’ professional experience in ICT, of which a minimum of 4 years in the chosen field and related to its duties.

 

  • For field 5, applicants must have either: A university degree of at least 4 years of studies in ICT and/or related areas, followed by at least 9 years’ professional experience in ICT, of which a minimum of 3 years in ICT security and related to the field’s duties, ora university degree of at least 3 years of studies in ICT and/or related areas, followed by a minimum of 10 years’ professional experience in ICT, of which a minimum of 4 years in ICT security and related to the field’s duties.
