General Affairs Council

The General Affairs Council (GAC) is responsible for ensuring the consistency of the work of all Council configurations. It prepares and ensures the follow-up of the European Council meetings, draws up the EU’s multiannual financial framework (the Union’s seven-year budget providing financing for all EU programmes and activities), ensures supervision of the EU enlargement process and accession negotiations, and deals with all issues related to the EU institutional set up and with other files assigned to it by the European Council. The European Council may mandate the General Affairs Council to deal with other issues as well.

The General Affairs Council is composed essentially of the Ministers for European Affairs of all EU Member States.
